AD25 - Alameda & Santa Clara Counties

What are Assembly District Delegates?

Every two years, the CA Democrats elect 7 women and 7 men from each Assembly District in CA as delegates to the state party. Those who are elected will have a chance to vote for the new party chair and other leadership. The race is hotly contested and will determine how welcoming, grassroots-focused and innovative the party becomes or how beholden it will remain to big money interests.

Delegates elect Party officers, endorse candidates for statewide, legislative and congressional office, attend the annual convention, network with other Democrats, represent your constituency, promote the California Democratic Party agenda, and vote to endorse resolutions and ballot measures.

You get 14 votes for delegates, 1 of which you must also vote for Executive Board Representative.

Detailed Information

Rob Means

After a 20-year career in computer programming, I left corporate America in 1992 to work on community-oriented projects. In ’96, I discovered electric bicycles and soon started a small business promoting, selling and servicing e-bikes and e-scooters. That role exposed me to the fundamental efficiencies of light-weight electric vehicles (LEVs) and advanced transit options. Today, realizing that big changes are rapidly approaching, I’ve shifted from small business owner to community activist working with the local affiliate of Move To Amend ( ) on behalf of a 28th Amendment, leading the Santa Clara County Democratic Club, and urging Milpitas leaders to adopt environmentally conscious policies including building the first advanced transit system in North America ( ).

Frank Modic

I am a 58 year-old married financial consultant and father of two. I have lived all but about 8 years of my life in the bay area. My political views most closely align with those of Senators Bernie Sanders. I ‘discovered’ Mr. Sanders when I was in college and he was Mayor of Burlington, Vermont. Bernie’s presidential run inspired many of us and gave us a voice. The recent election, to say the least, was a disappointment. My initial response to Mr. Trump’s inconceivable ‘win’ was depression and fear that quickly turned to anger and resolve. Mr. Trump’s behavior, ideas and espoused plan for America cannot be accepted. I have vowed to do more to help the Trump resistance. One step is to serve as a Assembly District Delegate (ADD) for Assembly District 25.

My name is Sameena Usman, I am a lifelong Californian, and have made Santa Clara my home for almost 17 years with my two kids.  I have served as Government Relations Coordinator for the San Francisco Bay Area office of the Council on American-Islamic Relations for over 11 years.   I meet regularly with elected officials, community and civil rights groups, and interfaith leaders to discuss issues and legislation dealing with hate crimes/incidences, school bullying, discrimination, immigration, surveillance, wage increase, and wage theft.  I regularly speak about these issues at schools, universities, places of worship, media outlets, and Democratic clubs, and was asked to speak twice at the CA Democratic Convention in 2016.  I served as the Endorsement Committee Chair for the City of Santa Clara Democratic Club.   I have worked for Assemblymember Sally Lieber and served on the Santa Clara Charter Review Committee.  I am a member of the Disaster Assistance Response Team, served as Vice Chair for the Granada School PTO, and am a volunteer for the Givelight Foundation that has sponsored over 800 children in 10 countries.   I have a desire to serve my community to make our country a better place for all.  Given my experience with government and community groups, my diverse perspective, and my passion for service, I feel that I would represent the community well as an Assembly District delegate.
